Basic Information
The aim of the following project is to support the regional SME’s (Small and Medium-sized Enterprises) development in Georgia through a technical and vocational training in Austria’s High Technical Institutes (HTLs).
HTL institutes were established in the Austrian education system in the middle of the 19th century, inspired by such well-known personalities as e.g. Camillo Sitte – an Austrian architect. These institutes are part of the Austrian high vocational technical education model which specialise in disciplines such as civil engineering, electronics, electrical engineering, information technology, energy management, informatics, industrial engineering, mechanical engineering, mechatronics and chemistry.
The target group for the training in Austrian HTL’S is build up from Georgian high potential young adults who have the aim to become young professionals through higher technical vocational training.


Reasons for the Project
The reasons for this project are diverse. On the one hand, Georgia is facing lack of skilled employees, especially in the newly developed technological sector and therefore a stagnation of overall country development. On the other hand, Austrian economy is suffering from a decline in exports to the European countries such as Poland, Slovakia, Slovenia, Czech Republic and Hungary. Hence, there is a need for Austria to enter new markets. This project would allow to develop certain synergies between Austria and Georgia by also simultaneously improving the economic and political relationship between these two countries. Possibilities for foundation of joint-ventures between Austrian and Georgian companies and the development of a economic clusters are final objectives of this project.

Milestones of the Project
1. Technical and vocational training in Austrian HTL’s for Georgian high potential young adults. The purpose is to train highly qualified human capital for the Georgian economy who will be able to establish SME’s with a focus on innovation after the training. A further goal is regional sustainable development in Georgia through cooperations with European companies in the first instance from Austria and later on from other European countries. The aim is to increase the competitiveness of Georgian economy on the global market in the sector of new technologies.
2. Integration of the Austrian HTL’s technical and vocational training into the Georgian system of training for high potential young professionals.
3. Establishment of technical clusters. Within the frame of technical clusters, the trained work force should become entrepreneurs of SME’s in Georgian regions and establish Joint-Ventures with international European companies and Start-ups in High Tech Branches / Innovation.

Dieses Projekt befasst sich mit Georgien, dem Iran und der Ukraine.
Dabei sollen einerseits Kontakte zu Bildungseinrichtungen geknüpft werde, andererseits die Rolle Georgiens in Bezug auf die Nachbarländer Iran, Aserbaidschan sowie der Ukraine untersucht werden.
Hauptziele sind: Intensivierung der bilateralen Dialoge der öffentlichen Verwaltungen. Grenzüberschreitende Kooperationen der Region des Süd-Kaukasus sowie geschäftliche als auch kulturelle Kooperationen als Basis für regionale Sicherheit und Stabilität.

The underlying philosophy of the project is to encourage dialogue between strategic sub-regions and to create mechanisms of economic cooperation at the sectoral and inter – agency levels, as a main basis for regional security and stability that will ensure a positive impact on the environment.
These form part of a larger framework, which aims to build closer economic and culture ties between Central Europe and the South Caucasus region, one of the priority areas for development cooperation, corporations and leading foreign policy institutions.

About Us

The Austrian Institute for Caucasus Studies (ICS) was founded as a non-governmental institution in Austria by professors and alumni’s from the University of Vienna.
The main aim of the ICS is to conduct research on the Caucasus region, to promote cultural and economic exchange with neighbor regions such as Eastern Anatolia, Caspian Sea region and the Black Sea region of Ukraine. To achieve these goals, the ICS builds substantive and organizational links with organizations on the national and international level. The ICS aims to bring representatives of public, economy, culture and business of the Caucasus region and of other countries, e.g. Austria and other European countries, together in order to establish cooperations in different fields.
The ICS can be seen as a think thank.
